Purpose

Commission of further support from WRM
Sustainability Ltd. WRM were appointed in May 2024 to write the
waste contract service specification and performance management
regime. As the procurement progresses it is necessary to commission
further support from WRM to include assistance with tender
clarifications from bidders, evaluation of bids, dialogue sessions
and any required adjustments to the service specification and
performance management regime. WRM were originally appointed in May
2024 following a request for quotation exercise to write the
contract specification and performance management regime.
WRM’s core cost for the work completed to date is
£14,047. Their proposal for further support is based on day
rates as it is not possible to be certain about the amount of
support that will be required from them. Their estimation, based on
their experience with this type of project is that the total cost
could reach £39,780. This will continue to be funded from the
2024/25 budget for work associated with the review of options /
tender for the Waste

To commission further consultancy support from
WRM Sustainability Ltd in respect of the waste and recycling
service procurement.

Alternative options considered

The only alternative considered is not to
appoint WRM or to appoint an alternative consultant. Taking this
option would either leave the Council without expert support or
introduce an organisation that is unfamiliar with the work
undertaken to date which could be counter-productive.
