To publish on 1
July 2025 the Terms of Reference for the Community Governance
Review for Clacton-on-Sea, Holland-on-Sea and Jaywick Sands and
thereby trigger the commencement of the review.

Reasons for the decision

To implement the
intentions set out in the decision of full Council on 26 November
2024 for Terms of Reference for the community governance review to
be published and to commence that review from 1 July 2025.

Alternative options considered

Consideration as to
whether to proceed with the CGR was considered and discounted in
view of the decision of Council on 26 November 2024 to proceed.
 
The Community
Leadership Overview and Scrutiny Committee considered the matter at
its meeting on 17 June 2025. The Committee was, at that meeting,
advised of the letter dated 3 June 2025 received from the Deputy
Directors at the Ministry of Housing, Community and Local
Government in respect of Local Government Reorganisation, urging
principal Councils to think carefully before potential new
precepting Parish/Town Councils were created. The Committee was
further advised that the statutory guidance expected that
“principal councils will want to keep their community
governance arrangements under review” and recognised good
practice in this regard would involve conducting a review every 10
– 15 years.
