That the individual budget allocations and
programme for the major repair, improvement, enhancement and
adaptation of the Council’s housing stock in the 2025/26
Housing Improvement Programme, as detailed in this report and the
attached appendix A, be approved
Reasons for the decision
The programme cannot be delivered without
approvals for the projects, The aim of the programme is to:
React to stock condition information and will sustain the Decent
Homes standard and Decent Homes II as details emerge.
Prevent the housing stock from falling into future non
decency.
Improve the energy efficiency of Council dwellings
Improve and maintain the value of the Council’s assets
Comply with legal, technical or health and safety
requirements
Contribute to the Council’s Corporate Plan and other
corporate strategies and objectives
Obtain best value by undertaking planned work and thereby reducing
the need for expenditure on emergency or responsive repairs.
Alternative options considered
Not seeking approval of the programme –
not proposed – The programme is necessary for the reasons
given above.
Other permutations of potential projects – not proposed - The
programme has been drafted to include a balance of measures
addressing a spectrum of issues and priorities. The officers have
sought to create an overall balance that is in the interests of the
organisation and its tenants.
