APPROVAL OF REGENERATION CAPITAL DELIVERY BOARD TERMS OF REFERENCE AND COMMUNITY REGENERATION PARTNERSHIP (CRP2) PROJECT INITIATION DOCUMENTS AND FUNDING AGREEMENTS

The Portfolio Holder, further to the decision
of the Cabinet on 17 March 2025 (Minute 149 refers) and as an
integral part of progressing the relevant projects through to
delivery:
a)approves the detailed brief and procurement strategies for the
following
Community Regeneration Partnership projects being delivered by the
Council, as detailed within the Project Initiation Documents (PIDS)
appended to this report:
i.Community Transport Buses (Ten_02);
ii.Sunspot Solar Panels (Ten_04);
iii.Clacton-on-Sea and Jaywick Sands Shopfront Improvements
(Ten_08);
iv.Jaywick Sands Public Open Spaces (Ten_09) in consultation with
the Portfolio Holder for Leisure
v.Seafront Micro Venue (Ten_10) in consultation with the Portfolio
Holder for Arts, Culture
vi.Repurposing Martello Tower E (Ten_11) In consultation with the
Portfolio Holder for Assets;
vii.Active Wellbeing Centre Phase 1 (Ten_12) in consultation with
the Portfolio Holder for Leisure
viii.Cultural Masterplanning (Ten_14), in consultation with the
Portfolio Holder for Arts, Culture and
b) approves the final Terms of Reference for the Regeneration
Capital Delivery Board and thereby confirm its role as the
programme governance board for the Community Regeneration
Partnership projects;
c) approves the Heads of Terms, in consultation with the Section
151 Officer, the Monitoring Officer and the Deputy Chief Executive
and Corporate Director (Place and Wellbeing), for the respective
agreements between Tendring District Council and Essex County
Council, and Tendring District Council and East Suffolk
Reasons for the decision
•To enable the projects to progress to
delivery the PIDs set out the detailed brief and approach for each
project and approval will enable this to be enacted by the
identified teams through to project completion.
•Entering the funding agreements with partners will allow the
projects to be progressed and defray the funding ahead of March
2026 deadline.
•To enact the lessons learned from past project delivery
including recommendations from the Oversight

•To approach the projects differently
•Not to formalise the Terms of Reference of the RCDB
•Not to enter the funding agreements
•Cease the higher risk projects and reallocate the funding
elsewhere in the programme
