Purpose
On 20 December 2024, Cabinet accepted the
Community Regeneration Partnership funding and commenced delivery.
Prior to this, the programme was accepted into the Policy Framework
by Full Council on 8 June 2024 and the principle of entering the
Partnership approved by Cabinet on 26 July 2024. Subsequently, the
funding has been received and a Memorandum of Understanding entered
with MHCLG which includes TDC as the Accountable Body. The funding
period lasts until 31 March 2026.
The appointment of the required services are necessary to progress
the project through to delivery, including achieving defrayment in
line with the MOU.
The proposed appointment will be made through a compliant single
supplier framework, the UK Leisure Framework. This is a national
leisure-specific framework which is an industry leader in the UK
market.
The Framework was procured in accordance with EU Procurement
Regulations by Denbighshire Leisure Ltd. Alliance Leisure were
re-appointed as Development Partner in February 2022 following an
extensive tendering and evaluation process. A project questionnaire
has been completed and approved with the host authority of the
framework confirming that it can be utilised for this
project.
This procurement approach offers significant benefit to the
Council:
- The framework is leisure-specific, so projects are delivered by
leisure specialists with expertise in the design, construction and
development of facilities;
- The appointment will offer a ‘one stop shop’ for the
required expertise and consultancy on the project, providing
efficiency in terms of the Council’s capacity;
- As development partner, Alliance Leisure take the responsibility
to project manage and deliver the scheme, offering a fixed price
with any cost overruns, other than instructed variations or
apportioned risk, to be managed or borne by the appointee.

To enter an access agreement with Alliance
Leisure (company number 15601201) through the UK Leisure Framework
for the provision of pre-construction consultancy services,
incorporating Quantity Surveyor, Project Management, specialist
contractor consultancy and specialist construction consultancy
services for the Community Regeneration Partnership funding project

Alternative options considered
The appointment duration concludes prior to
the timescales of Local Government Reorganisation. Reassignment
terms are incorporated within the Council’s standard terms of
appointment, which allows for the appointment to be transferred to
a future authority, if required.
The projects include works to improve facilities within the
Council’s ownership and thereby offer the opportunity to
boost the success and potential revenue income of this
council-owned asset for a future authority.
