To award the Revenues and Benefits (RBS)
printing, supply, collation and despatch of annual (bulk) Council
Tax Bills service delivery contract.

Alternative options considered

The rationale for a contractual period of two
years plus a break clause and then one further year (three years
total) is primarily to ensure that a contract for Tendring District
Council’s C/Tax annual bulk billing is now in place until
April 2028 (LGR new unitary vesting-day).
The break clause and year three option facilitates Tendring
District Council potentially working collaboratively with the
future Unitary Council/ Shadow Board to either undertake their own
contract procurement for 2028/2029 or use the year three contract
option for C/Tax annual billing this contract affords.
The successful bidder – CFH Docmail Ltd – is also used
by Braintree District Council with Colchester City Council
currently using Financial Data Management Ltd who were included in
this quotation exercise.
