Acceptance of Funding for Wellbeing Hubs projects

a)To accept £65,000 of funding from
Suffolk and North East Essex Integrated Care Board (ICB) for the
continuation of the Wellbeing Hubs in primary schools scheme and to
allocate funding to schools who are delivering the scheme.
b)To accept £7,200 from the Active Essex Foundation to
deliver Relax Kids within Wellbeing Hubs in primary schools to
provide physical activity as part of the offer and to allocate
funding to Relax Kids to deliver this.
c)To accept the uplift funding from Essex County Council Public
Health Team for the Public Health Practitioner post (£1606)
and for work to be undertaken by the post (£5696) so that the
total annual funding is £23,606 for the post and
£49,642 for work to be undertaken by the post.

Reasons for the decision

a)Wellbeing Hubs in primary schools provide an
early intervention and prevention model to support children who are
showing early signs of emotional difficulties. Originally funded by
the North East Essex Health and Wellbeing Alliance, following
evaluation by Essex University the ICB decided to provide further
funding to support young people’s mental health.
It is therefore proposed to accept the funding so as to continue to
deliver improvements in young people’s mental health.
b) The Active Essex Foundation provided funding to build on the
Wellbeing Hubs work by incorporating physical activity into the
programme. As this will increase the reach of the programme and
support improvements in the mental health of young people it is
proposed to accept the funding.
c) Essex County Council’s Public Health team provide funding
to joint fund with Tendring District Council a Public Health
Practitioner as they understand the importance of delivering public
health at a local level. This funding is subject to a Memorandum of
Understanding and a previous decision agreed to sign the MOU and
accept the funding at that time

It is therefore proposed to accept the uplift and therefore new
amount of funding.

Alternative options considered

a) To not accept the funding from the ICB
although this would mean the work has to stop and there would be
less investment in improving young people’s mental
health.
b) To not accept the funding from the Active Essex Foundation
although this would mean there would be a reduced offer in trying
to support improvements in young people’s mental health
c) To not accept the uplift funding although this would mean there
is less funding to support the post and work undertaken by the post
to improve public health within Tendring
