Safer Streets Fund: additional cost of electicity connections and trandsfer of hardware to Essex Police and Colchester Amphora Trading

Purpose
The transfer of monitoring of the system to
Colchester requires the use of the high specification recording
device acquired for the enhancement project. The device is
currently redundant and located in the former Clacton control room,
following the transfer of CCTV monitoring to Colchester Amphora
Trading Limited. The specification of the recorder is matched to
the specification of some of the cameras put up under the
scheme.
The new cable link to the police station has been installed but it
has been identified there that the PC in use is outdated and should
be replaced. A suitable PC was acquired under the Safer Streets
project but is redundant because of the move of monitoring activity
to Colchester. It is proposed to transfer the redundant PC to the
police station to facilitate monitoring there.
TDC has ordered new power connections to new pole locations from UK
Power Networks. Work has been completed on some sites but Essex
Highways has refused to permit the opening of the roads in Old Road
and in, Wellesley Road during normal hours. UKPN are able to carry
out the work at these locations at weekends but at the additional
cost of £2,902.00 +VAT each.
Content
1. Make additional payments totalling
£5,804.00 to UK Power Networks to facilitate their weekend
working at locations in Old Road and Wellesley Road.
2.To transfer a personal computer acquired under the safer streets
project to Essex Police to allow CCTV monitoring of the CCTV
network in Clacton Town Centre, at Clacton Police Station.
3.To transfer a Network Video Recorder acquired under the safer
streets project to Colchester Amphora Trading Limited to allow CCTV
monitoring of the CCTV network in Clacton Town Centre, at their
control room in Colchester.
Alternative options considered
These proposals work towards the sharing of
services with Colchester Council, facilitating that process in
advance of the main local government reorganisation. All of the
models put forward for reorganisation envisage Tendring and
Colchester combining (with others) They will represent an early
joining of resources and a seamless transition when the future
reorganisation happens.
