To allocate
£23,400 of the £122,530 Sport and Activity Strategy
budget as follows:-
A)
to fund the Workforce and Coach Education grant
(£10,000);
B)
to fund the Actives Spaces & Places grant (£10,000);
and
C)
to fund the Active Travel grant (£3,400).
Reasons for the decision
The grant funding
opportunities have been allocated to deliver on the strategic
action plan of the ‘Sport and Activity Strategy’ (A6
Appendix A - Sport and Activity Strategy 2024 - 2028.pdf). The
funds allocated in this report reflect the first-year release of
allocated funding programmes/ opportunities.
On the 20th of
September 2024, a Cabinet adopted and allocated £122,540 to
deliver the Sport and Activity Strategy (Decision - Cabinet
Members' Items - Report of the Leisure and Public Realm Portfolio
Holder - A.6 - Sport and Activity Strategy for Tendring).
Within the decision
under decision (c) - the Portfolio Holder for Leisure and Public
Realm be authorised to prioritise the key actions from the Sport
and Activity Strategy and the subsequent allocation of the approved
Sport and Activity Strategy budget.
As such, the
proposed funding has been allocated under a total of £23,400
for Year 1 of the strategic budget to run from January 2026 –
December 2026.
The listed action
plans the grant funding will achieve are as follows:

Upskill Local Volunteers
•
Outreach Programme
•
Improve Cycling Opportunities
A panel of officers
selected by the Community Sport & Activity Manager will adhere
to the scoring criteria to score the funding bids. The individual
scores given by each panel member have been given an overall
percentage to identify those bids with the highest average score
that meets the required pass mark.
The Cabinet Member
for Leisure & Public Realm in this decision is approving
allocation of funding to the highest scoring bids as recommended by
the panel.
Applications of the
enlisted funds are subject to a required pass mark & scoring
panel before being awarded allocated funds of up to £1000 for
special bids, or more in exceptional circumstances.
Successful
submissions are notified of the decision and agree to adhere to
legal requirements of the fund and all monitoring
responsibilities.
Alternative options considered
Not to launch an
open call funding scheme and reducing opportunities for local
grassroots clubs and community groups to thrive.
To give the funding
to alternative projects, however, the scoring criteria and approval
metrics have been followed.
The proposed
applications have been selected by the scoring panel by following
approved criteria.
