Pursuant to the
Cabinet decision on 14 November 2025 (Minute 76 refers) and further
to the Clacton Town Board’s adoption on 26 November 2025 of
its 10-year Vision and 4-year Investment Plan as part of the UK
Government’s Pride in Place Programme:
 

(a)   that, following consultation
with the Council’s Statutory Officers, to determine the
Council’s ‘in principle’ support for the measures
set out in the Clacton Town’s Board’s Vision and
Investment Plan;

(b)   notes that a Memorandum of
Understanding will be developed between the Board and the Council
to ensure good governance and risk management is in place for the
Pride in Place Programme and individual projects to be pursued
within that Programme.

(c)   notes that specific projects,
under the Pride in Place Programme, will be submitted to this
Council and in turn will be subject to the Council’s own
governance arrangements as part of their delivery.

Reasons for the decision

To ensure that the
Council takes an active decision to secure the £20M over
10-Years that is available through the Pride in Place Programme and
commits to working with the Clacton Town Board to ensure that the
funds are deployed in an efficient, economical and effective way
with a view to achieving the improvements referenced in the
Board’s Vision and Investment Plan.
 
By email, the Head
of Paid Service, the Section 151 Officer and the Monitoring Officer
all confirmed they had been consulted on this matter and
were in agreement to the decision being
made.

Alternative options considered

Not taking this
decision was considered.  It was
discounted due to the opportunity the Pride in Place Programme
provides to enhance and take forward a range of activities that
complement the existing work of the Council in the area and related
UK Government funding.
