Purpose

The finalisation and completion Service
Transfer Agreement, Services Agreement and Data Sharing Agreement
in respect of the Careline/Helpline transfer were oustanding
actions following the completion of the transfer itself on 7 August
2025 which have taken longer to conclude than originally
anticipated.
This decision is simply to report that these outstanding matters
have now been concluded and that the legal agreements in question
have been finalised and completed with the agreement of the
Corporate Director - Planning and Community and Corporate Director
- Law and Governance under the delegation given by the Cabinet in
its decision of 21 February 2025 and subsequent relevant decisions
taken either by, or with concurrence from, the Portfolio Holder for
Partnerships.

To confirm and report the finalisation and
completion of the legal agreements between Tendring District
Council and Colchester Amphora Trading Limited in respect of the
transfer of TDC's Careline service and Out of Hours and CCTV
monitoring to Ampohora's Helpline service.

Alternative options considered

The finalisation and completion of the legal
agreements bring to a conclusion the Careline/Helpline transfer as
agreed by the Cabinet on 21 February 2025 having regard to future
proposals for Devolution and Local Government Reorganisation.
