Reasons for the decision

On 2nd January 2024, the Heads of Terms for
funding agreements were approved between Tendring District Council,
as the Accountable Body, and Essex County Council, as the Delivery
partner, for Local Regeneration Fund projects.
These projects are as follows:
- Clacton Hub
- Kingsway Public Realm Improvements
- Harwich Library
The funding has now been remodelled by MHCLG as the funder,
including new branding, new guidelines and an extension to the
funding envelope.
Amendments to the agreements are required in order to ensure the
maintenance of up to date and accurate grant agreements. The grant
agreement for the Civic Quarter (formerly Levelling Up Fund
project) expired on 31 March 2025 and requires reinstatement.

Alternative options considered

Not approving the amended funding
agreements.
If the funding agreements are not amended ECC will not be able to
deliver their projects as agreed in the respective Memorandums of
Understanding with MHCLG.
