(b)   To appoint Councillor Graham
Steady as the Chairman of that Working Group.
 

(c)   That the Working Group will
meet on Tuesday 10 February 2026 upon the rising of the Community
Leadership Overview and Scrutiny Committee meeting on that day.
 

Reasons for the decision

To expedite the
Inquiry that was approved by the Committee to be included within
its work programme for 2025/26.

Alternative options considered

To not appoint the
Working Group. This was rejected as it would prevent Members from
undertaking overview and scrutiny of the Carnarvon Terrace project
in a timely manner.
