(a)   To formally re-establish the
Waste Management Contract Portfolio Holder Working Party;

(b)   To confirm that the meetings
of the Working Party will be chaired by the Environment & ICT
Portfolio Holder;

(c)   To formally appoint
Councillors Dan Casey, Jayne Chapman BEM, Jo Henderson and Gary
Scott as members of the Working Party; and

(d)   To note, with regret, that
the Conservative Group and the Reform UK Group have decided not to
nominate anyone to serve on the Working Party for the time
being.
 

Reasons for the decision

To ensure
cross-party democratic oversight of the new waste recycling and
street collection management contract and enable the Portfolio
Holder and Members to address mobilisation, implementation and
delivery of the contract requirements going forward utilising all
the relevant Key Performance Indicator data including delivery
percentages by Ward and to consider the appropriate practice and
process in respect of the deployment of 
sanctions for underperformance or breach of contract terms.

Alternative options considered

Not to re-establish
the Working Party. This option was rejected as it would go against
the previously expressed recommendation of the Resources and
Services Overview & Scrutiny Committee, which was endorsed by
Cabinet in November 2025.
