Purpose

This decision forms part of the wider Ten_09 Jaywick Sands Public Open Spaces project approved by Cabinet and the Portfolio Holder and supports progression of the Beach Walk and Brooklands Road schemes through the planning application stage.
During preparation of the planning submissions, additional technical assessments have been identified as necessary to satisfy statutory planning requirements and consultees. These include Flood Risk Assessments, a Preliminary Ecological Appraisal and Biodiversity Net Gain Assessment, and a Geoarchaeological Survey. Completion of these surveys is required to demonstrate the suitability of the proposals, identify potential constraints and support the determination of planning applications.
In addition, the Brooklands Road Site Investigation works identified significantly more toe drains than originally anticipated, with 79 drains located during investigations. Additional clearance, recording, survey and testing works were therefore required to complete the commission and obtain the information necessary to inform future design and maintenance considerations.

Decision

To approve the appointment of the following specialist consultants to undertake surveys and assessments required to support planning applications for the Ten_09 Jaywick Sands Public Open Spaces project, together with approval of an uplift to the previously approved Brooklands Road Site Investigation commission resulting from additional toe drain clearance, recording and investigation works identified onsite.
The total approved expenditure, including contingency, is £10,000 + VAT.

Alternative options considered

These surveys and assessments are short-term consultancy commissions necessary to progress planning applications and are not expected to have any impact in relation to Local Government Reorganisation or Devolution proposals. The wider project will continue to support environmental and public realm improvements within Jaywick Sands.
