To submit an Expression of Interest to the Ministry of Housing, Communities and Local Government (MHCLG) for Playground Fund grant funding to support the creation, improvement or enhancement of playground provision within the District.

Reasons for the decision

The MHCLG Playground Fund is intended to improve children and young people’s access to high-quality, accessible and inclusive play spaces, particularly in areas of greatest need. Submitting an Expression of Interest will enable the Council to be considered for external grant funding to support improvements to existing playgrounds and/or the creation of enhanced play provision. The funding opportunity aligns with the Council’s priorities for supporting healthy, active and inclusive communities, improving public realm assets, and targeting investment where it can deliver clear community benefit. Submission of the Expression of Interest does not commit the Council to expenditure beyond the requirements of the funding process, and any subsequent acceptance of grant will be subject to the Council’s usual governance, financial and procurement requirements.

Alternative options considered

Not to submit an Expression of Interest.

This option was rejected as it would prevent the Council from being considered for external funding that could support improvements to playground provision and deliver benefits for children, families and local communities. The submission of an Expression of Interest is considered a proportionate step, as it enables the Council to explore the opportunity without committing to delivery expenditure unless funding is confirmed and appropriate approvals are in place.
