Decision

To award a contract to Goom Electrical Limited for the provision of Electrical Installation Condition Reports, Category 1 and Category 2 remedial works, and full rewires where required across the Council’s HRA housing portfolio. The proposed contract will be awarded through the Fusion21 Electrical Testing Framework.

Reasons for the decision

The Council has a statutory duty to ensure that all electrical installations within its housing stock are maintained in a safe condition and inspected at appropriate intervals.

Recent changes in regulatory expectations and the strengthened consumer regulation regime introduced under the Social Housing (Regulation) Act 2023 place greater emphasis on proactive compliance, tenant safety, and demonstrable assurance of landlord responsibilities. Registered providers are expected to maintain robust evidence that statutory safety inspections are completed and that identified risks are remedied within appropriate timescales.
