That Torbay be Twinned with Spa in Belgium.

Reasons for the decision

The proposed twinning is founded upon an internationally recognised literary connection as well as Torbay being recognised as a UNESCO Global Geopark and Spa being one of UNESCOs Great Spa Towns of Europe.  This will help promote cultural exchange, tourism, education, community engagement and international friendships.
