This report has been prepared to consider and
recommend the payment of an honorarium to the individual
undertaking the role of Responsible Individual (RI) for the
Council’s domiciliary care service, in accordance with the
requirements of the Regulation and Inspection of Social Care
(Wales) Act 2016 (RISCA).
To advise the Strategic Director that Torfaen Councils registered
domiciliary service, known as the Integrated Reablement Service is
required to always have a responsible individual, who must be at a
senior leader level within the organisation (Group manager or
above). Failure to have an RI is in contravention of RISCA and
could result in withdrawal of registration
