Decision

• This report seeks approval to convert the Elective Home Education (EHE) Officer post from a fixed-term contract to a permanent position within the Education Welfare Service.

• HR have advised that any employee with more than two years continuous service is automatically entitled to redundancy rights and therefore would be regarded as effectively permanent in employment terms.

• The employee has 6 years and 3 months of continuous service with Torfaen County Borough Council. As such, there is no longer any operational or legal basis to continue issuing fixed-term contracts and converting the post to permanent is consistent with HR policy and good workforce practice.
