Cabinet agreed:
·        
To approve the Road Map and design principles /
assumptions for the service

          
outlined;
·        
To approve the Strategic Improvement Plan;
·        
That the Leader will approve the final Road Map
and Strategic

           
Improvement Plan
·        
To note the improvements in service collection
quality;
·        
To stand down the Ty Coch project formally and
agree that a letter is sent from the Leader to the Minister of
Climate Change to advise and ask for agreement in principle for the
Welsh Government to receive a further business case for capital
support in 2024;
·        
To note work ongoing on the Ty Coch site;
·        
To approve that the Recycling Transfer Scheme
project remain within the Council’s capital programme;
·        
To note the intention to enter into discussions
with the current contractor for the HWRC / Transfer Station for a
short-medium term extension to the contract to secure resilience
and stability through the delivery of this improvement programme;
·        
To approve the Business recycling design
principles and give delegation to the Cabinet Member, Environment
to approve the service model, policies and charging structure;
·        
To note the proposed communication / behaviour
change approach as funded by Shared Prosperity Fund;
and
·        
To give approval for the Leader to approve the
new governance framework and membership for delivery of the
recycling improvement programme.
