Council agreed, with the
majority voting in favour to:

Approve an allocation of £1,301,467 from the
General Fund Balance to enable the Trust to deliver its budget as
approved by the Trust Board and as submitted to Torfaen County
Borough Council, and that the additional payments will be paid to
the Trust through relevant monthly payments based upon agreed
requirements. This is subject to the Trust delivering their
identified savings proposals and noting that any ongoing support to
the Trust’s Management Fee would need to be considered as
part of the annual budget setting.  This
is conditional on the Trust accepting that the management agreement
is a rolling contract and that this will come to an end when the
procurement process is concluded and a provider has been
appointed.

Authorise officers to undertake commencement of a
procurement exercise seeking a refreshed approach to delivering
leisure services in Torfaen as set out in this report.
