RESOLVED:

 

To consent to Essex County Council’s
proposed 12-month extension of the North Essex Parking Partnership (NEPP)
Joint Committee to 31st March 2028.

 

To request that officers confirm the decision
in writing to the Head of Network and Safety at Essex Highways, and the
Interim Head of NEPP.

 

Reasons for the decision

The operational
period of the NEPP Joint Committee Agreement is due to end on 31st
March 2027. Under Paragraph 3.2 of the Agreement, Essex County Council (ECC) are
required to confirm whether to extend this “[no] less than fifteen months
before the end of the Operational Period”.

 

On 24th
December 2025, the Head of Network and Safety at Essex Highways confirmed that
ECC intended to extend the Operational Period by 12 months, from 31st
March 2027 to 31st March 2028. The amended end date would coincide
with Local Government Reorganisation (LGR) Vesting Day in Greater Essex.

 

Under Paragraph 3.3,
“the Joint Committee’s consent must be obtained in writing to the proposed
extension and shall be delivered to the Council [ECC] not less than twelve
months before the end of the Operational Period”.

 

It is therefore now
required that each Partner Authority provide their written consent to the
proposed extension.
