Decision
RESOLVED to approve the Homelessness & Rough Sleeping Action Plan 2026 – 2028 as outlined and appended to the report.
Reasons for the decision
Tackling homelessness is a key priority for Uttlesford District Council. The Homelessness & Rough Sleeping Strategy 2026-2031 reflects the Council’s determination to meet local housing need, provide support to those without a secure place to call home and maintain a low level of rough sleeping. Following approval of the Strategy in January 2026 the Ministry of Housing, Communities and Local Government (MHCLG) issued statutory Guidance to accompany their National Plan to End Homelessness. This requires all local authorities to have a Homelessness & Rough Sleeping Strategy Action Plan in place which includes six performance metrics against which they can monitor service improvements. Therefore, an Action Plan has been prepared which included all the requirements contained within the Guidance and the Local Outcomes Framework. It also included an additional priority: Priority 4 - To reduce the use of temporary accommodation, particularly bed and breakfast for families.
Alternative options considered
None.
