Decision

RESOLVED to:

I.                    Agree the next steps to develop and deliver the continuation and expansion of an on-street bike hire service in Saffron Walden and expansion in the district aligned to the Uttlesford Local Plan sustainable transport policies. This includes approval to develop a procurement approach, tender specification, funding strategy and timeline that will enable the appointment of an operator to 1 commence district bike hire service delivery in April 2027 for a period of 3 years.

II.                  Note the success and impact of the pilot App Bike on-street bike hire scheme provided by Active Cycling Projects (ACP) in Saffron Walden which provides the Council with a strong evidence base and learning that will inform future expansion in the district.

III.                Note the research including market engagement being undertaken, and the options available for appointing an operator to design and deliver a district wide bike hire service, including funding implications.

Reasons for the decision

The report set out the proposed plan for continuing and expanding the provision of an on-street bike hire service in Saffron Walden and a wider roll out of the scheme across the district. This included a proposed approach to delivering part of the shared mobility scheme as required by Local Plan policy and set out the approximate levels and routes for funding that might be involved in supporting the delivery of a district on-street bike hire service in the longer term.

Alternative options considered

 None.
