The Licensing Committee is responsible for developing and approving policies related to various licensing functions within Watford.

This includes approving policies for hackney carriages and private hire vehicles, their operators and drivers, and setting the hackney carriage fare tariff. The committee also approves byelaws for specific personal care services like tattooing and cosmetic piercing, and other Environmental Health policies. It considers and makes recommendations to the Council on licensing policies under the Licensing Act 2003 and the Gambling Act 2005, approves annual reports, and drafts responses to government consultations on these acts. The committee also approves and amends the Sex Establishment Venue Policy.
