That the Executive resolved to:
 

·        
Subject to full Council approving the supplementary estimate (as
revised under recommendation 2.2.1 below), proceed with Option 1 of
the Cranleigh Leisure Centre new build project, which is to
progress the existing proposal as per the planning application,
achieving both Passivhaus certification and full agreed facility
mix.
 

·        
Delegate to the Joint Strategic Director of Finance and Resources
the authority to enter into the build contract, together with all
other contracts and legal agreements connected with the Cranleigh
Leisure Centre new build project as may be necessary, in compliance
with Procurement Procedure Rules, the Council’s Constitution
and within the approved budget (as revised under recommendation
below).

Recommends that Council, at the meeting on 27 January 2026,
resolves to:
o  
Approve allocation of budget by way of a supplementary estimate
totalling £4,862,292 to fund progression of Option 1 of the
Cranleigh Leisure Centre new build project in accordance with the
revised business case set out in Exempt Appendix 2 of this report,
to be funded from;
o  
£2,651,900 CIL funding allocation
o  
£2,210,392 internal borrowing.
