Decision

Recommendations:
That the Joint Overview & Scrutiny Committee:
Notes the legislative changes introduced via The Renters’ Rights Act 2025 and its implications on the private rented sector and the Council’s statutory duties.
Submits such comments on the proposed policies and delegations as it may consider appropriate.
That the Joint Executive Committee resolves to:
Adopt the new Joint Housing Standards Enforcement Policy and Joint Civil Financial Penalty Policy for Guildford Borough Council and Waverley Borough Council.
Delegate power to the Joint Assistant Director of Regulatory Services to:
(a) make minor amendments to these policies; and
(b) exercise the Council’s powers referred to in the Renters’ Rights Act 2025, including taking enforcement action in respect of the related offences referred to in the policies.

To enable both the local authority to meet its statutory duties in relation to the Renter's Rights Act 2026
