REFUSED as it has not been demonstrated that there are Very
Special Circumstances for a further outbuilding to serve this
dwelling. The proposed development is inappropriate development in
the Green Belt, which, by reason of its scale, mass and height, and
its cumulative impact with the existing development on the site,
would unacceptably harm the openness of the Green Belt. The
proposed development would be contrary to Policy RE2 of the
Waverley Borough Local Plan (Part 1) 2018, Policy DM14 of the
Waverley Borough Local Plan (Part 2) 2023 and the NPPF
