Purpose

Approval for a single tender action via Constellia to 11 existing providers whose delivery on Higher Level Skills and Leadership and Management frameworks will expire on 31st July 2026. The delivery via these contracts contribute significantly to the Level 3+ Integrated Settlement Targets.

Decision

(1)   The award of contracts to the 10 existing provider’s via the AEC Neutral Vendor Framework for Multi-Specialism Services operated by Constellia Limited, following the expiry of the Higher-Level Skills (DPS 6) and Leadership and Management (DPS 9) Call-Off Contracts was approved.

(2)   An initial 6-month contract term from 1 August 2026 to 31 January 2027 with a value of £3,536,222.96, and an optional 6-month extension from 1 February 2027 to 31 July 2027 with the same value was approved

(3)   An initial 6-month contract term from 1 August 2026 to 31 January 2027 with a value of £3,536,222.96, and an optional 6-month extension from 1 February 2027 to 31 July 2027 with the same value was approved.

(4)   The total Adult Skills funding of up to £7,072,445.92, comprising £6,930,997.00 for programme delivery and £141,448.92 for Constellia management fees.  This is broken down as below was approved

•         Initial 6-month term: £3,465,498.50 delivery and £70,724.46 management fee

•         Optional 6-month extension: £3,465,498.50 delivery and £70,724.46 management fee
