RESOLVED: Cabinet; noted the
awarding of three separate contracts for:
a)   
The treatment of residual waste;
b)   
The provision of Household Waste Recycling Centre
(HWRC) services;
c)    
The provision of a delivery point for dry mixed
recyclables and residual waste collected in the South
area.
 
REASONS RESOLVED:
1.    
The Council has a statutory duty to make
arrangements for the treatment and disposal of residual waste which
is collected at the kerbside and at the Household Waste Recycling
Centres and the Contract which has been awarded will enable the
Council to fulfil this duty.
2.    
The Council has a statutory duty to make
arrangements for the provision of Household Waste Recycling Centres
and the Contract which has been awarded will enable the Council to
fulfil this duty.
3.    
To enable the efficient collection of waste in the
South area, a delivery point for dry mixed recyclables and residual
waste is required, which the Council has secured by awarding the
associated contract.
4.    
All three contracts have been procured via
competitive and compliant procurement processes, with the contracts
awarded using the delegated authority agreed by Cabinet in October
2023.
 
ALTERNATIVE OPTIONS:

The option of directly delivering these services was
considered prior to the October 2023 Cabinet meeting. In summary:

1.    
The Council does not own any residual waste
treatment facilities therefore it is not possible for it to treat
residual waste, without procuring an external
contractor.

2.    
The Council does not own a waste transfer facility
in the South area of West Northamptonshire and therefore it is not
possible for it to provide a delivery point or bulk the waste
without procuring an external contractor.

3.    
The Council does own the HWRC sites and therefore
the option of directly delivering these services was considered by
conducting an options appraisal to consider the most appropriate
delivery model. The outcome of this work was to recommend that the
Council continued to deliver these services via an external
contractor, and this was agreed by Cabinet in October
2023.

The option of procuring all three requirements as
one contract was considered. The limited number of providers of a
waste transfer station in the South area may have restricted
competition and therefore the Council may not have secured the best
price. Lot 3 (5.23 - 5.24) enabled the possibility for both the
residual waste and HWRC services contracts to be awarded to the
same bidder. However, when evaluated as part of the procurement
process, this option did not result in a better outcome for the
Council.
