RESOLVED: Cabinet;
Authorised the Assistant
Director Workforce & Transformation to undertake a procurement
exercise to identify a solution for a car benefit scheme (salary
sacrifice), including award of the contract to the chosen provider
for a period of three years (plus option to extend for one
year).
 
REASONS RESOLVED:
1.    
The current car benefit scheme has been in place
since vesting day and needs to be re-procured as it is due to
expire this year and there is a desire to move to a framework
agreement to ensure best value and compliance with the new
Procurement Act.
2.    
Offering a salary sacrifice car scheme can help the
council to attract, engage and retain staff. It offers an
affordable way for staff to drive a more environmentally friendly
car as options include electric, hybrid or one with lower Co2
emissions.
 
ALTERNATIVE OPTIONS:
The council could consider not
offering an salary sacrifice car benefit scheme, but this make us
less attractive as an employer when compared to neighbouring
councils (and other employers). Given there is no cost to the
council of offering this scheme, the preferred option is to procure
a
provider.
