RESOLVED:
Cabinet;

i.           
Approved the proposed uplift of 3.47% to all framework and
non-framework providers including out-of-area placements, excluding
those contracts which specify an alternative indexation
mechanism.-of-area placements.

ii.           
Introduced a new hourly rate of £22.89 per hour for
extra care providers to enable equity across the
framework.
 
REASONS
RESOLVED:

i.           
Enabled WNC to meet its statutory duties under section 5 of
the Care Act 2014

ii.           
Ensured the Council takes an equitable approach to support
providers delivering care to WNC funded individuals
 
ALTERNATIVE
OPTIONS:
 

1.    
Do nothing (0%)
– this would result in a high incidence of provider
failure as inflationary pressures result in services becoming
unsustainable and placing the Council in breach of its statutory
duties (Not recommended).

2.    
Targeted uplifts based on
contractual status – whilst this would result in
the award of a higher percentage uplift, the approach does not
recognise the universal pressures faced by all providers and
creates unnecessary risk of legal challenge due to the inequitable
approach (Not recommended).

3.    
Standardised uplift of (3.47%) to
all providers delivering services to WNC funded individuals
– This approach recognises the inflationary costs
facing all providers driven by national policy and economic factors
