 RESOLVED: 
Approved and adopted the Local Cycling and Walking
Infrastructure Plan for Northampton as appended to this
report.
 
REASONS
RESOLVED:
 

1)    
Local Cycling and Walking Infrastructure Plans (LCWIPs) form
part of the supporting strategies of the Local Transport Plan (LTP)
and the schemes within them are identified as key interventions to
be delivered over the period of the LTP.

2)    
While the preparation of the LCWIPs is non-mandatory, those
Councils with LCWIPs are in the best position to work with Active
Travel England and other government departments, as well as
partners should as National Highways, developers and other
stakeholders to secure funding for a high quality walking and
cycling network that is comprehensive, cohesive, attractive, safe
and accessible to all.

3)    
LCWIPs are a key component in contributing towards the
Council achieving a number of the One West Northamptonshire
priorities, such as Priority 2 Accessible and Connected, Priority 3
Thriving Towns and Neighbourhoods and Priority 6 Best Place to Live
and Age Well. The LCWIPs also support other corporate policies of
improving air quality, improving the environment, improving public
health outcomes and increased access to education and
employment.

4)    
LCWIPs for Brackley, Daventry and Towcester were approved by
Cabinet in April 2025.
 
ALTERNATIVE
OPTIONS:
The Local
Transport Plan (LTP) sets out at Policy 6 a commitment to develop
LCWIPs for Brackley, Daventry, Northampton and Towcester and to
deliver and monitor an ongoing pipeline of highquality active
travel schemes, implementing the first schemes from the LCWIPs in
the first 5 years of the plan.
