Purpose

The Mobile Homes (Requirement for Manager of
Site to be Fit and Proper Person) (England) Regulations 2020
prohibits the use of land as a residential mobile home site unless
the local authority is satisfied that the owner or manager of the
site is a fit and proper person to manage the site. The Portfolio
Holder for Housing will therefore be asked to approve a new Fit and
Proper Person Determination Policy that accords with these
regulations.
 
The council currently has in place a short

guidance note for applicants. However, by
introducing a Fit and Proper Person Determination Policy we aim to
provide added transparency for applicants as to what West Suffolk
require in support of their application and what would satisfy as
evidence the proposed manager is fit and proper.

That the Fit and Proper Person Determination
Policy, as contained in Appendix A to Report number: CAB/WS/24/016,
be approved.
