Purpose
West Sussex County Council commissions the provision of care and support at 17 Extra Care schemes. Extra Care schemes combine accommodation with care and support services. Schemes are varied in their offer with many providing onsite communal facilities such as a restaurant, health and beauty rooms, gardens and activity rooms. All have an onsite care team which provide both planned calls and a 24/7 emergency response.
The existing services expire on 30 September 2027. It is intended that a full procurement process (including the establishment of a framework) is undertaken to reprocure these service from 1 October 2027.
Decision

(1) the commencement of a procurement process for extra care, care services featuring the establishment of a framework (compliant with the Procurement Act 2023) for service providers to bid to join, and subsequently call-off contracts, related to specific schemes, to reprocure these services for contracts to go live from 1 October 2027;
(2) the delegation of authority to the Executive Director of Adults’ Services to extend the framework beyond the initial six-year duration with an option to extend for four years and a further option to extend for two years (a maximum of twelve years); and
(3) the delegation of authority to the Executive Director of Adults’ Services and Health (DASS) to award places on the framework to the first cohort of successful bidders in late 2026, to award the first cohort of call-off contracts to the successful bidders in early 2027 and subsequent call-off contracts for the lifetime of the framework.
