Purpose

Approval for the Leeds Inner Ring Road Structural Resilience Futureproofing scheme to proceed through decision point 4 (full business case). This scheme aims to deliver maintenance works of retaining walls on Leeds Inner Ring Road.

Decision

RESOLVED:– That the Combined Authority Board, subject to conditions:

1. Approved that the Leeds Inner Ring Road Retaining Walls scheme proceeded through decision point 4 (full business case) and work commenced on activity 5 (delivery).
2. Approved the Combined Authority’s funding of £25,355,000. The total scheme cost was £25,355,000.
3. Approved that the Combined Authority entered into a funding agreement with Leeds City Council for funding of up to £25,355,000, including a ring-fenced amount of £50,000 for monitoring and evaluation, release of which was delegated to the Combined Authority’s Chief Executive in consultation with the Mayor.
4. Approved that future approvals were made in accordance with the assurance pathway, approval route and tolerances outlined in the report, subject to the scheme remaining within those tolerances.
5. Noted that the total scheme cost included £6,085,000 (24%) for risk and contingency and £1,450,000 (5.7%) for inflation.
