The Combined Authority Board approved additional funding of £15,572,950 for the Highways Asset Management Programme on 25/06/2026. This increased the total programme cost to £300,644,892. The Board also approved funding agreements with partner councils for the additional allocations.

The Assistant Director Legal, Governance, & Compliance approved a constitutional amendment regarding Members' Allowance Scheme and access to the Local Government Pension Scheme on 08/05/26. This amendment reflects current statutory positions enabling elected members to rejoin the LGPS. A new section was inserted into the Members Allowance Scheme at Paragraph 13.

The Combined Authority Board approved the establishment of a West Yorkshire Housing Investment Fund programme with potential funding of up to £334,620,000 from the Integrated Settlement on 25/06/2026. They also approved development funding of up to £10,000,000 for capital programme activities and business case development. Delegations were approved for the Chief Executive, in consultation with the Mayor, to approve subsequent capital project business cases up to £20 million and to sign funding agreements. Approval was also given for the Housing Enabler Fund revenue scheme with £5,500,000 funding.

The Combined Authority Board noted updates on the English Devolution and Community Empowerment Act 2026 and the West Yorkshire Integrated Settlement on 25/06/2026. They noted the Act's provisions for Strategic Authorities and the transition into delivery from April 2026.

The Governance & Audit Committee noted the update on the 2025/26 Statement of Accounts production and the actions taken as part of the improvement plan on 02/07/2026. The Authority expects to publish its draft statement of accounts by the 30 June deadline.
