Purpose

Approval for the scheme to proceed through decision point 2-4 (Business Justification Case). The scheme will support delivery of the Region of Learning and Creativity Strategy.

Decision

The recommendations for this scheme are presented in two parts. The first set of recommendations are subject to conditions:

For the ‘Region of Learning and Creativity (Strand 2), the Investment Board, subject to conditions:

1)    Approves that the Region of Learning and Creativity (Strand 2) scheme proceeds through decision point 2 to 4 (business justification) and work commences on activity 5 (delivery).

2)    Approves the Combined Authority’s funding of £2,982,750, taking the total amount to £3,563,345. The estimated total scheme cost is currently £4,548,345.

3)    Approves that future approvals are made in accordance with the assurance pathway, approval route and tolerances as set out in the Business Case Summary attached to this report.

And the second set of recommendations, which are not subject to conditions:

For the ‘Region of Learning and Creativity (Strand 2), the Investment Board,

1)    Approves development funding of £50,000 for the Targeted Work Experience Programme in order to progress the activity to decision point 2-4 (business justification case).

2)    Approves development funding of £150,000 in order to progress the Region of Learning and Creativity (Strand 1) scheme to decision point 2-4 (business justification case).
