Purpose

Following the Government's announcement of an urgent national drive to end rough sleeping, in-year funding for 2026/2027 has been allocated to the West Yorkshire Combined Authority to support local authorities to ensure people sleeping rough have a route off the streets before Christmas this year.



The decision will set out allocations associated with the £3,702,771 of in-year revenue funding and authorise its deployment to enable delivery by local authorities this year.

Decision

The decision confirms that the West Yorkshire Combined Authority accepts the £3,702,771 RDEL allocation of Rough Sleeping Programme Funding for 2026/2027.

It approves the following in-year allocation approach to the Rough Sleeping Programme in West Yorkshire, based on local authority weightings developed using a formula shared by the Ministry of Housing, Communities and Local Government:

The decision provides delegated authority to the Interim Director of Environment and Place, Director of Finance and Commercial Services, and Chief Legal Officer to agree final arrangements for the deployment of funding to local authorities. It also provides authorisation for the Combined Authority to enter into any contracts or agreements relating to the deployment of this funding.
