Purpose

On 29 July 2026, Kirklees Council provided formal notification to the Combined Authority of changes in member nominations to Boards and Committees of the Combined Authority.

The changes require appointments to be made subsequent to the appointments approved at the annual meeting of the Combined Authority Board on 25 June 2026.

These appointments are approved by the Committee and Governance Services Manager, in accordance with the notification received from the relevant partner council, in order to facilitate the timely administration of the Combined Authority’s business.

Decision

The Committee & Governance Services Manager has confirmed the below appointment with immediate effect.

Committee name: Investment Board.
Member appointed: Cllr Simon Brophy (R) to replace Cllr Stephan Dransfield (R) as Member and Cllr Sarah Wood (R) to replace Cllr David Birch (R) as Substitute Member.

Committee name: Weaver Network Board.
Member appointed: Cllr John Hardie (R) to replace Cllr Luke Fallas (R) as Member and Cllr Mark Smith replace Cllr John Hardie (R) as the Substitute Member.

Committee name: Governance & Audit Committee.
Member appointed: Cllr Simon Brophy (R) to replace Cllr John Hardie (R) as Member.

Committee name: Scrutiny Committee.
Member appointed: Cllr Brian Moughtin (R) to replace Michael Simmons (R) as Member with Cllr Michael Howard (R) as Substitute
Member. Cllr Matthew Maude (R) to be Member with Cllr James O’Leary (R) replacing Cllr Pip Harvey (R) as Substitute Member.

Change in appointments to take effect from 29 July 2026.
