Full council record

Purpose

To approve the financial recommendations from Corsham Area Board’s Local Highway and Footway Improvement Group (LHFIG) meeting held on 2 December 2025 as follows:

Issue 5-24-31/32/33 - Thickwood, Colerne safety improvements - £10,045 (subject to a 25 percent contribution from Colerne Parish Council (£7,533.75 LHFIG / £2,511.25 Colerne Parish Council))

Issue  Box Speed Indicator Device sites - £2,775 (subject to a 25 percent contribution from Box Parish Council (£2,082 LHFIG / Box Parish Council £693))

Decision

I approve that:

(i)       The proposals be implemented as advertised.

(ii)       Any objectors be advised accordingly.

This decision was published on 5 January 2026 and will come into force on 13 January 2026.

Reasons for the decision

Financial decisions to be taken at an Area Board are required to be published five clear working days in advance. On this occasion, the short gap between the LHFIG meeting held on 2 December and the Area Board held on 4 December, meant that the recommendations had not been published for the required period for the Area Board to be able to make a decision.

The lengthy gap until the next scheduled meeting means that there is a potential negative impact on local projects if the decisions are not made.

Whilst an extraordinary meeting could conceivably be arranged, it is not considered a practical or reasonable option to arrange what would be a very short meeting solely for the purposes of considering the LHFIG’s financial applications.

The Leader of the Council is able to make the decision, and this is the most efficient way of progressing the projects.

Alternative options considered

·       The Leader to determine the decisions following consultation with the Area Board Members.

·       To determine the decisions at the next ordinary meeting of the Area Board.

·       To call an extraordinary Area Board meeting to determine the decisions.
