Purpose

To consider representations made to the advertisement of Traffic Regulation Orders (TROs) in relation to time limited loading bay and bus stop clearway relocation restrictions in Curzon Street, Calne and to recommend an appropriate way forward.

Decision

I approve that:

(i)             The proposals be implemented as advertised.

(ii)            The objectors be advised accordingly.

Reasons for the decision

The existing positioning of the bus stop layby makes it difficult for a bus to make the movement, resulting in vehicles overhanging into the carriageway and live traffic lane on the approach to the traffic signals.  Additionally, when a bus is stationary in this layby it obstructs visibility to the traffic signal head making it difficult for approaching vehicles to view.

Implementing the relocation of the bus stop clearway to the exit of the signalised crossroads within the existing layby enables a safer provision for buses and road users, as well as ensuring forward visibility of the traffic signal head. It will enable the junction to accommodate bus priority within the signal operation, if required in the future.

As part of the programmed traffic signal refurbishment project the proposals have been developed to address existing operational challenges with the current bus provision. Within the Council’s Bus Service Improvement Plan (BSIP), there is a strategic objective to enhance bus route 55 along the A4 corridor, including an aspiration for the provision of bus priority within upgraded traffic signal equipment.

The existing bus stop and clearway, located in the layby outside the Town Hall is positioned on the approach to the signalised junction. This arrangement would prevent a signal controller from accurately determining whether a bus is waiting at the signals or stationery at the stop, leading to increased priority demand.

Repurposing the current Bus Stop layby outside the Town Hall as a time-restricted loading facility will help support local businesses by retaining time limited parking.

The proposals are in accordance with Our Wiltshire Plan 2025-2035: A Community-Centred Approach priorities 2 and 7.

Alternative options considered

To:

(i)       Implement the proposals as advertised.

(ii)       Abandon the proposals.
