To approve the appointment of HE0915 – M4 Junction 17 Improvements to MJ Church (Plant) Ltd.
Reasons for the decision
1.There is a need for a specialist contract to be awarded to deliver this important improvement scheme, which will reduce delays and improve safety on Junction 17 of the M4.
2.Following a procurement exercise in accordance with the ‘Open Procedure’, tenders were obtained and have been assessed in terms of price and quality.
3.The most advantageous tenders for the Council, taking into account quality and price, should be accepted in accordance with the procurement procedures.
4.There are robust processes in place to monitor the performance of the successful tenderer.
5.The RooD is only for the initial ECI (Phase 1) of the project. A further RooD will be produced to enter into Construction (Phase 2) subject to Full Business Case (FBC) being received and an agreed target cost.
