Decision

To approve and authorise Wiltshire Council to award and sign of a contract with Keiser for the purchase of Spin Bikes within Leisure Centres commencing on 1 October 2025 until 30 April 2028

Reasons for the decision

The Council previously tendered for this service in 2022 however were unsuccessful in awarding to a supplier. The aim of the tender was to ensure a standard brand across the estate. Leisure’s aim is still to provide a standard supplier and brand for Spin Bikes across the estate.

Since then the Council have undertaken a number of Fitness Suite refurbishments and these have included purchase of new spin bikes, all of which have been Keiser which means we now have this brand of bikes within 10 of our facilities.

Leisure were successful in approving a Direct Award with Keiser to ensure the standardisation of bikes continues across the remaining facilities. The provision will then be tendered again, along with the servicing element.

The quote provided by Keiser offered approximately £12,000 of savings to the Council which included discounted Bike price, free delivery, trade in for the existing bikes and free relocation service to cascade equipment to other facilities.

Moving to Keiser also has an additional saving on the servicing costs for these bikes. Currently those sites with alternative bikes are charged £168 / bike for annual service/maintenance. The existing contract with Keiser UK Ltd is charged at £35 / bike. This equates to a saving of £133 / bike / annum which is £12,768.

This provides a vital service for the class provision within the Council, with Spinning being the second highest attended class (average 2,900 per month) below Aqua.

Alternative options considered

Other Options Considered & Reasons for Rejection:

The Council could have provided alternative bikes.
This would be ineffective and mean there would have been no standardisation of the bikes. Keiser also offered more favourable savings

The Council could not offer spin bikes and therefore spinning classes.
The provision of spin bikes is vital to leisure services class programme
Removal of these would be seen as a reduction of service and would see negative customer satisfaction and a drop in income to leisure
