Full council record

Decision

To approve the subcontract between Ubico Limited (“Ubico”) and Riverside Truck Rental relating to the maintenance of the Waste Fleet.

Reasons for the decision

In respect of the agreement between Wiltshire Council and Ubico for Ubico to provide Kerbside Waste and Recycling Collection Services, Ubico need to enter a sub-contract with Riverside Truck Rental to provide Vehicle Repair and Maintenance Services to the Waste fleet. Due to the value of the sub-contract this must be approved by Wiltshire Council.
Following review of the arrangements by Ubico legal advisors, OneLegal, and internally at Wiltshire Council by Waste and Highways officers I am satisfied that the sub-contract will meet the relevant requirements.
I confirm that in making this decision I have considered the following in line with Wiltshire Council’s Constitution:
Key decision requirements:
Views of relevant cabinet member(s), committee chairman, area board(s): Yes, consultation with Cllr Paul Sample JP, Cabinet Member for Environment, Climate, and Waste

Consultation in accordance with the council’s consultation guidance and the views emanating from that process: Not Applicable
Implication of any council policy, initiative, strategy or procedure: Yes

The assessment of any associated risks in accordance with the Council’s risk management strategy: Yes
Involvement of appropriate statutory officers and/or corporate directors and directors: Not Applicable
Regional or national guidance from other bodies where relevant: Not Applicable
The council’s constitution, including the Procurement and Contract Rules (Part 10) and the Financial Regulations and Procedure Rules (Part 9), all relevant guidance, legislation, codes of practice, and protocols: Yes

Alternative options considered

An alternate to the contract with Riverside Truck Rental is impossible given the time available to procure an alternate provision. Ubico intend to start a procurement or move to in-house maintenance provision to align with contract end.
