Purpose

To consider allocation of Community Infrastructure Levy funding for projects.

Decision

Resolved:

That Cabinet approves:

  1. The allocation of Strategic CIL funding to the following projects and programmes:

(i)             Up to £1.0m to support the delivery of the A350 Chippenham Bypass Improvements (Phases 4 and 5);

(ii)           £0.5m per annum for three years (£1.5m in total) to support an Active Travel infrastructure improvements programme

(iii)         £0.5m per annum for three years (£1.5m in total) to support the Local Highway and Footway Improvement Groups (LHFIG) programme; and

(iv)         Up to £0.25m per annum for three years (up to £0.75m in total) to support locally identified infrastructure projects.

  1. The revised prioritisation criteria for allocating Strategic CIL funding, as set out in Appendix 1.
  1. That Cabinet delegates to the Director of Planning, Economy and Climate, in consultation with the Cabinet Member for Finance, and the Director of Legal and Governance to:

(i)             Update the Infrastructure List to reflect the allocations approved in this report; and

(ii)           Develop and implement the process and governance for considering, approving and reporting on the allocation of funding.

Reason for Decisions:

To ensure that Strategic CIL funding is allocated in accordance with the council’s spend criteria and strategic planning priorities, supporting the delivery of growth, enabling investment in infrastructure, and helping to secure external funding where possible, while maintaining compliance with CIL Regulations.
