Decision

1. That the HRA Outturn figures for 2025/26 be noted, as detailed in Appendices 1 & 2 of report CAB3568;
2. That the Housing capital programme outturn for Major Works and New Build be noted, as detailed in Appendices 3 & 4 of the report;
3. That the funding of the 2025/26 HRA capital programme be noted, as detailed in Appendix 5 of the report; and
4. That the reforecast capital programme budget of £56.536m for 2026/27 be approved as detailed in Appendix 6 & 7 of the report, which takes into account programme slippage, new budget requests and the reprofiling of expected spend.
5. That it be noted that the £0.4m for sewerage site upgrade works set by Cabinet at its meeting of September 2024 is now only sufficient to fund three plant upgrades, rather than the originally intended four, and that additional budget requests will be made as business cases are developed.
