Purpose
Dock
Branch North Project aims to transform the historic Dock Branch
rail corridor into a vibrant public space, connecting key areas of
Birkenhead by providing a safe and accessible link for cyclists and
pedestrians from Hind Street to Wirral Waters and unlock adjacent
development potential in the area.
The
project has finished RIBA stages 0-3, and now requires a contractor
to provide a RIBA Stage 4 design (detailed design) and enabling
works package (preparatory activities before the main construction
phase begins) via a two-stage design and build route. This report
seeks approval to commence with the procurement process, with the
final contract award being subject to a subsequent decision based
upon an evaluation of tenders.
The
report supports the Council Plan Wirral Working Together 2023-27,
specifically the themes: People-Focussed Regeneration and Safe,
Resilient and Engaged Communities and Protecting Our
Environment.
This
matter affects Birkenhead and Tranmere Ward and is a key
decision.
Decision
The Director of
Regeneration and Place has decided to proceed with a procurement
exercise to appoint a contractor on a two-stage design & build
contract to deliver a Pre-Construction Services Agreement and
Enabling Works Package for the Dock Branch North Infrastructure
Project.
