Decision

The Interim Director
of Regeneration and Place has approved that Springfield Mobile Ltd
be directly awarded a contract to the value of £111,486.00 by
way of a waiver pursuant to paragraph 12.4.1c of the
Council’s Contract Procedure Rules, to undertake the
installation of a temporary mobile double classroom at Grove Street
Primary School.

Reasons for the decision

A detailed
Specification of requirements has been received in respect of Grove
Street Primary School, Grove Street, Wirral, to accommodate the
increased pupil numbers for the 2024/25 school year.
In this instance a direct award to Springfield Mobile Ltd via a
waiver pursuant to paragraph 12.4.1c Council’s Contract
Procedure Rules would be in the interests of the Council, be lawful
and provide value for money. This is on the basis of the restricted
timeframes to have classrooms ready for the 2024/25 school year.
The process will be underpinned by a formal contract which will be
drawn up by the Council’s legal team.

Alternative options considered

The school cannot
accommodate the increased pupil numbers within its existing
building, so no other options were available.
The option of not proceeding with the temporary classrooms project
would mean that these pupils would not be able to be located within
the school.
